Greek land — building plots, coastal parcels, agricultural land, hotel-license plots — is a distinct market from residential property. Values are driven by buildability (dome, coverage ratios, height limits), title cleanliness (Land Registry vs old Cadastre entries), and area zoning (residential, tourist, industrial, protected). Foreign buyers can purchase freely across most of Greece; border-zone areas require Ministry of Defence pre-approval.

Types of land in Greece

  • Building plots (οικόπεδα) — inside city plan, immediately buildable, typically €30K–€500K depending on view, position and permit density.
  • Out-of-plan land (εκτός σχεδίου) — outside the city plan; buildable under stricter coverage rules (4,000 m² minimum plot in most areas).
  • Coastal land — premium pricing, tighter planning; environmental setbacks from the shore vary by area.
  • Tourist / hotel land — carries an EOT hotel license permit; sold as an income-generating asset.
  • Agricultural land — from €5K–€50K per stremma (1,000 m²). Not buildable without change-of-use approval.

The Greek Cadastre (Ktimatologio)

Greece completed its national Cadastre registration through 2018–2024. Every plot now has a unique KAEK identifier. Ktimatoemporiki verifies the KAEK, sequence of ownership, any encumbrances, and boundary alignment against neighbouring plots before entering a listing to the portfolio.

Building rights & planning

Buildability follows local Urban Plans (ΓΠΣ). Key metrics: coverage ratio (percentage of plot that can be built), SD (allowed floor space), maximum height. Our advisory team runs a planning summary on each land listing so buyers understand what can actually be built.

Border-zone restrictions

Taxes & holding costs

Only if the plot has a signed building permit at time of purchase. Bare land alone does not meet the residential-investment requirement. In practice, most Golden Visa buyers targeting land pair a plot purchase with a construction contract.

What is the Greek Cadastre (Ktimatologio) and why does it matter?

The Cadastre is Greece's national land registry, completed 2018–2024. Every plot has a unique KAEK identifier confirming ownership and boundaries. Cadastre-registered plots have cleaner legal status than old-registry-only plots; we verify Cadastre status on every listing.

What taxes apply to buying land?
